Jon – I think I understand the dilemma that Michael faces here as I've been researching the same space.

There are several GPS location APIs available on mobile phone stacks – but there are few which are operable across phone operating systems. Indeed there can even be differences between phone models from the same vendor on the same operating system (different Java stacks for example – one with Location JSR – another without).
Managing software deployments based on phone setup is not as simple as it sounds. J2ME Polish offers a solution, GWT(specifically the location API now built in to Google Gears) offers another, and zkoss is one more.
But there are no easy answers here AFIK – if there are please someone let me know. ;-)

understanding the problem domain and the client's requirements – writing
the code itself is often the easiest part of the job.

With that in mind, it strikes me that engaging with a software house
that could target all of your intended platforms would be a better use
of resources.  This is just speculation though, so I'd be interested to
hear people's experiences either way.
